Zetes delivers 10,000 biometric enrolment kits to the Democratic Republic of Congo

Biometric voter registration in the Democratic Republic of Congo
In 2005, Zetes won a bid by the United Nations Development Programme (UNDP) for the creation of 10,000 kits for the identification and biometric enrolment of voters in the Democratic Republic of Congo (DRC). The project was within the scope of the Support to the Electoral Process in the DRC and required that the all 10,000 kits were delivered within 8 weeks from the order placement date.

Large order, complex needs, tight deadlines


Zetes was able to meet the rigid delivery deadlines by mobilising more than 20 suppliers and subcontractors to transport the kits from Belgium to the Democratic Republic of Congo. The mobile kits developed by Zetes were housed in shockproof metal cases. They contained an electric power supply lasting up to 18 hours, consumables (blank voter cards, ink, CDs, etc.) and all the devices needed by the staff to complete enrolment: computer, camera, digital fingerprint reader and printer. The kits were built to function under the most challenging circumstances in rural and urban environments. Zetes also developed the Population Registration Solution for the DRC, an application for the secure capturing and registration of data, pictures and fingerprints of voters and the immediate production of voter identification cards.

25,000+ operators trained and 25+ million voters registered


On a local level , Zetes put together a team of 100 project managers and technicians to train 25,000 Congolese operators and technicians to be able to provide technical support during the registration phase. The enrolment was completed between June and December 2005. More than 25 million voters were registered with the help of the solution built by Zetes, surpassing the original expectations of the United Nations. The experience gained in this large-scale and complex bid, combined with Zetes’ extensive knowledge of the industry, established the company as a solid integrator of systems for the automatic identification of people, capable of handling projects of all sizes.
